I think you need to rephrase your question, there are different kind of setting you might need maybe its MMS or internet, but just for the basic functions, you shouldn't need any setting if the phone is uncloaked. for the other stuff, you can call att for the setting (if they recognize the phone) or the phone manufacturer (if att doesn't recognize it)

HSDPA – A name for the latest revision of UMTS, generally has threshold speeds of 3.6 or 7.2 Mbps, and supports simultaneous use of voice & data (i.e. using the internet or e-mail on the phone while talking, say with a headset)

Depending on your service provider, you can connect through their web browsing service if WIFI is not available.
The internet would then be available anywhere you could make a phonecall.
